I have been in construction for over 50 years and have run projects, been in charge of purchasing and estimated construction projects that range from thousands of dollars through hundreds of millions of dollars. One of my top priorities will be infrastructure. In walking and driving around Stamford there are many sidewalks and roads that are in very bad shape. Even some areas that are not too bad have issues. An example would be near Springdale Elementary School. The road has been recently repaved, but the sidewalks in the area have hazards. There are tree wells where trees used to be that are tripping hazards. My goal would be to survey the district and with the help of the residents identify the sidewalks and streets that should be a high priority for repairs.
The 2035 Comprehensive Plan is a guideline for the city for the next 10 years. It is not law or zoning mandates for the city. I would take a look at the areas of the city that are single family zoning and have the complexion of the neighborhoods stay as is. There are areas of the city that building a duplex or a townhouse would fit in with the “look and feel” of the neighborhood. There are other areas of the city where that housing would not fit in. The zoning board would need to be sensitive to each neighborhood. The infrastructure of the areas needs to be considered. What is the capacity of the sanitary and sewer system? What is the capacity of the electrical grid in the area? What is the capacity of the water supply? In addition, what are the conditions of the roads and how crowded are they? Would an additional few families have a dramatic impact or not? Is public transit available? How far away is shopping?
The Affordable Housing Trust Fund is underfunded. Having developers contribute to the fund if they are not building affordable housing is not enough. There needs to be a creative shift in the mindset of developers building housing in Stamford. I could see a two-tier system. The first tier would be the developers that are not building affordable housing and they should contribute a larger share than they currently are. The second tier would be the developers that are building affordable housing into their developments. They should also contribute into the fund, but at a much lower level. With the increase in building permit fees for certain projects, a significant portion of the increase should be transferred to the fund. To make sure that the fund is being used appropriately, The Affordable Housing Committee that decides the funding, should have their meetings open to the public. The applications for the fund should be available for the public to review.
